I know this subject come up on occassion around here, and so when I was browsing around today and stumbled across this site:
http://www.plaincards.com/index.htm
: I figured I should post it for future reference.
You can order decks of blank playing cards, complete with rounded corners, and either with or without printed backs. I don't know if the prices are reasonable, but they seem to be: a little over .10 cents per card if you order 360 cards.
They also have boxes for decks, clear plastic cases, card-printing software (for $12) and card-coating spray for post-printing.

Hey Nate, awesome link, though they could benefit by understanding what "click to enlarge" is supposed to do. :)
Another thought that I had was based first on Infinite Armies (BTRC/Greg Porter), but reinforced by a card-based RPG I bought in Japan two weeks ago (Meikyu Kingdom- Don't worry, I'll be reviewing it soon, there's a lot of ideas to mine). It's the Cheapass Route, but if the cards are pretty enough and available as an extra PDF in case they get lost/torn then I don't think the user base will have a problem:
Basically, create your own sheets of MtG-sized cards. Have the users photocopy them or print them out (or offer them up as a bonus pack for those folks who don't have access to a color printer), and slip them into card holders with a card already in them (to provide the "stiff backing").
MtG lands and the like, not to mention OOP CCGs, can be picked up at the LGS for like $5 for 500, so there's no problem there. Card backs are ridiculously cheap, too. The only issue would be getting the consumer to be willing to print out, cut out and assemble their own cards. If you've got a limited number of cards needed for a game (like each player has 5-10 Max), then it's not a big deal. But if you have more cards in play, then it might be harder for the consumer to spend all that time doing it themselves.
But I like those blank cards. Sweet.
