Are the Dogs trained to be justice dealers or authorities of divine law, or is it one in the same for the Mormons?
I apologize if this doesn't make sense, and will try to restate it or explain as necessary.

Mormonism isn't relevant.
Dogs are trained to hold the unique and individual spiritual needs of each congregation they serve over both justice and divine law. They're trained to decide what a congregation needs in order to return to a peaceful and prosperous life in the Faith, and do it. They'll certainly
consider
both justice and divine law, but in the end, they're trained to compromise either or both if that's what they decide the town really needs them to do.
Are you asking out of academic interest, or because of something that came up in play?

I wish it had come up in play. I really want to play in a game before running one, but maybe I'll just bite the bullet and see what happens (now that I have a group that'll play).
It came up as part of a game I'm designing. I was thinking that if there were people that delivered justice in a lawless (or nearly lawless) land, a western of sorts, it'd make a neat game.
But then this voice in the back of my head said, "DitV rip-off!"

I think that everyone who wants to design a western game should design a western game. If Dogs influences the design of your western game, just include a note to the effect on your credits page. No shame in that.
