Aren't those legal?
Of course this brings up another question; how many implications can your conflict have? Can I create the goal, "Nukeman executes blinding maneuvers that impress the empress which in turn leads to her signing the treating and creating world peace that makes Nukeman a hero in the eyes of men and women for generations to come" ?

You can create the goal "Nukeman impresses the Empress" and then have all the rest of it follow on when you win.
