Quick Question on raising Vagaries

There wasn't anything on this when I searched, so...
When raising a Vagary from 1 to 2 or 3, is the doubling cost applied when there is no teacher/library available, or is that only for starting a new Vagary from scratch? The wording is a little vague. :)

Whenever no teacher is available, though I might consider a good book a teacher.
